A walkable town, which wailuku is, is a great concept, that most people romantisize about. But how many will give up modern economies of scale for the reality of denser more costly living. So far, when given the choice, not many. That includes both users of business and suppliers of goods & services. Ooka closed not to be replaced because it was a difficult business to run for a living. If people were willing to pay the cost it takes to have such towns, The ones that are aging would soon reverse course, and gentrify. Some, like Paia are doing just that, but note that older businesses are being replaced by higher end tourist oriented ones, not grocery stores. Until they change the rules that a place must have an economic basis for existance, Wailuku town is not likely to transform into a dream like walkable community. Even being the County seat can not change the rules of economics.
